In a packed Council Chamber, at its meeting on February 25, 2025, Concord City Council directed staff to prepare amendments to the Residential Tenant Protection Program in the following two ways:
Adjust the rent cap for multifamily units subject to the rent stabilization regulations from the current regulatory cap of 60% of CPI or 3%, whichever is lesser, to a flat maximum annual increase of 5%.
Landlords that own two or fewer rented homes or condominiums would be exempt from the just cause regulations. The current regulations apply to all rented single-family homes and rented condominiums.
Mayor Carlyn Obringer, and councilmembers Laura Hoffmeister and Pablo Benavente voted for the amendment. Councilmember Dominic Aliano and Vice Mayor Laura Nakamura voted against the change.
Staff will return to City Council on March 25 with a draft Ordinance that reflects these requested changes. The March 25 meeting will be a public meeting and public comment on the draft ordinance is invited. A second reading of the Ordinance would occur on April 22, and the amended Ordinance would be effective 30 days after, or on May 22.
The goal of the regulations is to stabilize the community and minimize displacement of residents, while also allowing property owners to make a fair return on their investments. More information on the program and the regulations can be viewed on the City’s website. https://cityofconcord.org/
